This is a reported known issues with Google. This is an active case. I’ll update this blog when I have answers.
FIXED: Google sent me the reg fix to repair this. I created a PowerShell script to fix. Email me if you want it sent via zip, otherwise see the reg entry below.

Please follow the steps :
1. Click Start > Run (or Cmd+R).
2. Run this command: reg add HKCU\Software\Microsoft\Office\16.0\Outlook\Setup /v DisableRoamingSignaturesTemporaryToggle /t REG_DWORD /d 1
3. Restart Outlook.

If you are searching this query, then you are already “ready” for the New Outlook when it launches, congratulations! When will that be? In the next 1-5 years. I have been doing testing of the New Outlook and while there are 100’s of classic Outlook features removed, at least your calendar and contacts will be synced. Keep my information handy if you need help with the New Outlook in the future.

Here is how I solved this error when I was trying to add an Outlook.com account to my Outlook desktop application.
Typically, you should be able to just hit File/Add Account. I got this error and found nothing in Google. I decided to add the account through the control panel, mail app. I went to my profile and added the email that way. Connected without issue.
