I got this error when I was helping another IT company and could not log into their Microsoft 365 admin portal. I figured it had to do with security, so I had the original admin who created the account log in and we removed the default security in Azure.
Once this is done, you can continue and setup security again.

How to remove
Log into the admin portal
Azure Active Directory
Properties/which is tenant properties
at the bottom, click on “Manage Security Defaults”
Turn off
Once this is done, you can continue and setup security again.
If you are logged into your Windows 365 Cloud and are having trouble setting up your Microsoft Exchange with your Outlook, you need to create an app password. Here are instructions.
