I’ve seen this error now a few times. Each time, different ways to resolve it. For this client, it was resolved by removing McAfee and web extensions. The web extension was causing it not to connect and while it might seem odd, most antiviruses are the problem for connecting software. I’ll include VPN products and products with firewalls such as Malwarebytes. Trend Micro is a problem as well. The list could go on and one. Consider removing all AV/Firewall/VPN products and see if that helps.
