I got this error helping a client uninstalling Microsoft LTSC 2021 and trying to install Microsoft 365 Business apps. I found a YouTube video with the correct reghack. I am sometimes skeptical of reg hacks, but this one did work and saved me time calling Microsoft. My comment is at the top.
