This is an oldie but goodie fix for me. Back on the 2000’s when I worked in the corporate world, we ran Exchange servers and had to run a lot of switches to fix weird Outlook bugs. This error popped up yesterday, I did my testing and yep, the rules were messed up. I whipped out my old command line switch cheat sheet and it worked (so far).
This client happened to have cleared all the rules on the OWA first, then created them, but could not edit in Outlook. Therefore, Outlook was the issue.
Be prepared, your rules might need to be recreated, you can try exporting them first though.
Go to your Run or Search line and type in Outlook.exe /cleanserverrules
